Change-in-Use Tracker

Committed to Accountability and Transparency for Every Dollar Raised

We have introduced a CIU Tracker to illustrate and ultimately measure how singletrack trail mileage accessible to off-road cyclists at Mount Diablo State Park could improve if all three CIU phases are approved and implemented by the year 2035.

The purpose of the CIU Tracker is to hold both California State Parks and Mount Diablo Trails Alliance accountable for reviewing and considering the types of access improvements initially recommended by the stakeholder-driven 2016 Road and Trail Management Plan (RTMP).

CIU Tracker Graph #1 provides historical perspective of how much community trust, effort and patience were invested in the RTMP process since 2008.

Timeline graph showing trail mileage accessibility for hikers, horse riders, and bikers at Mount Diablo State Park from 2008 to 2028. Highlights include community meetings from 2008 to 2012, CSP approved RTMP in 2016, establishment of MDTA in 2023, and plans for future submissions and summer 2026.

Accountability and Transparency

CIU Tracker Graph #2 provides a hypothetical forecast of how CIU-related access gains for off-road cyclists would still keep the user group’s overall access ratio below 50%, while dramatically improving safety conditions and circulation, connector and loop options for the large, growing trail user base.

These type of access gains are important to address evolving public access needs of state park visitors. Trails are common ground, and most trail users regard trail access as providing a safe place for pursuing fitness, renewal or wellness activities and other conservation-based interests.

A graph titled 'CIU Tracker Graph#2: Hypothetical Forecast of Bike Access Gains IF All CIU Requests Approved' displays projected singletrack trail mileage accessible by different user groups at Mount Diablo State Park from 2023 to 2035. The graph shows three lines representing bike, hike, and horse access, with mileage on the y-axis ranging from 0 to 60. The bike access line steadily increases over time, with specific segments for various user groups and mileages labeled, such as Lower Juniper CIU (mileage 1.0) around 2024, Oak Knoll + Buckeye Connector CIU (mileage 1.0) around 2026, up to Walnut CIU (mileage 0.7) in 2035. Hike and horse access lines are nearly flat, with horse mileage remaining around 51, and hike mileage close to 0 throughout.
